Reducing Methane Emissions from Canada’s Municipal Solid Waste Landfills

In response to the Environment & Climate Change Canada discussion paper on reducing methane emissions from Canada’s municipal solid waste landfills, OWMA notes that many approaches described in the discussion paper would create inconsistent and duplicative regulations overlaying existing provincial regulatory frameworks and organic waste diversion policies. Regulating methane recovery can lead to prohibitive costs for small and medium sized landfills, while landfills that do use gas capture and energy recovery systems would benefit more from an incentive-based approach that offers less prescriptive measures and more flexibility in practical solutions or technologies.
